In 1996, the Royal College of Surgeons in Ireland (RCSI) and University College Dublin (UCD) came together to create the RCSI & UCD Malaysia Campus (RUMC), formerly known as Penang Medical College (PMC). This historic collaboration marked the inception of the very first accredited private medical institution in Malaysia, a response to the pressing need for a medical facility in the northern region of the country.
In 2018, the Malaysian Ministry of Education (MOE) conferred upon us the status of a university, and we now operate as a Foreign University Branch Campus, one of the most prestigious designations for a foreign-owned institution in Malaysia. RUMC continues to be the only Irish Foreign Branch Campus in the region.

Foundation In Science
The Foundation in Science (FIS) curriculum is a thorough Pre-U pathway that prepares you to pursue Medicine or a similar degree program at prestigious universities throughout the world.
Pre-Medical Foundation
The Pre-Medical (Pre-Med) Foundation Year (FY) is an alternative pathway to our Medicine program. It consists of a series of stand-alone and integrated modules with a modularized assessment that equips students with a solid grounding in biomedical sciences.
Undergraduate Medicine
Studying medicine is one of the most rewarding careers you can pursue.
As an aspiring doctor, your journey with them transcends traditional medical education, and we commit to guide you, just as they have guided nearly 2,000 graduates since 1996. Their program’s unique structure offers a comprehensive learning experience, enriched by an integrated, systems-based approach to medical study.
Postgraduate
Masters of Science (Health Research)
They conduct this postgraduate program in partnership with the Royal College of Surgeons in Ireland (RCSI) and RUMC. After satisfactorily completing the entire program, you will receive a Master of Science degree in Health Research.
Master in Science Public Health
The Master of Science in Public Health is a full-time postgraduate program provided by UCD and RUMC. This one-year curriculum is ideal for people who want to pursue relevant employment both locally and globally.
Structured PhD
The Malaysian Qualifications Agency (MQA) has approved the validity of Doctorates from RCSI and UCD where research is conducted in Malaysia.
This allows for Ph.D. collaboration between RCSI or UCD and RUMC.
Students must be enrolled at RCSI, UCD, or RUMC and meet the academic criteria of the respective institution.
The following requirements must be completed to secure a successful application:
- Doctoral candidates that are highly motivated and comprehend the criteria of a NQF Level 10 program.
- To demonstrate adequate financial support and prospective research grant financing.
- To submit a project proposal that includes the following elements:
- Clear evidence of research excellence, the suitability of the Ph.D. proposal, the potential impact of the research on the candidate, Malaysia, and collaboration with Ireland.
- To choose a supervisory team from RCSI or UCD in Dublin and RUMC in Malaysia.
- The principal supervisor should be based in Dublin and have a Ph.D. (or equivalent) as well as Ph.D. supervisory experience.
- The RUMC supervisor should have higher education and extensive research experience.
Structured MD
An MD requires a candidate who has already acquired the MB BCh BAO certificate to attend and execute research activities for a minimum of two years, full-time, at RUMC and either RCSI or UCD.
